PURPOSE

DLAPY2 returns sqrt(x**2+y**2), taking care not to cause

unnecessary overflow.

ARGUMENTS

X (input) DOUBLE PRECISION

Y (input) DOUBLE PRECISION X and Y specify

the values x and y.
