BOOL InternetAutodial ( DWORD dwFlags, HWND hwndParent )
DESCRIPTION
On Windows(tm) this function is supposed to dial the default internet connection. We don't want to have Wine dial out to the internet so we return TRUE by default. It might be nice to check if we are connected.
RETURNS
TRUE on success FALSE on failure
