DESCRIPTION

Produce a string hash value.

PARAMS

skind [In] Type of the system.

lcid [In] Locale Id for the hash.

lpStr [In] String to hash.

RETURNS

Success: The hash value of the string.

Failure: 0, if lpStr is NULL.

NOTES

This function produces a two part hash: The high word is based on skind and lcid, while the low word is based on a repeated string hash of skind/str.
